I tested this with different items and found that not everything is excluded. Some interesting items that's not excluded:

Nintendo OLED console
Disney gift card (physical mail ones). E-cards don't work
Target physical gift card. e-cards don't work
PlayStation dual sense controllers

I was able to check out successfully.

Target mentions the offer is stackable with circle week offers. I did a test run with a 20% off cereal Target circle offer and it did stack the 15%. It could be useful as more circle week offers appear outside of the exclusion list. Xbox is one of the brands not excluded.

I know but they don't cap the discount amount or the amount of gift cards.

Physical gift cards sorted by mail. I tested a few and they all work with the sitewide coupon. No limits or cap on discount just like physical target gift cards.

Worked for Lowes physical gift card and Target physical gift card. Lowes also added 5% red card discount.

Target is tightening these coupons I guess. I had a 15% and I assumed other than standard exclusions ( bose, LG oled, samsung etc), I bought a shark air purifier. even that is excluded. it wasn't the case in the past, now target coupons I suppose are useful just for the no name brand tissue paper LOL

I don't recall Target selling gift cards for more than 10% off. Now you may be able to stack it with other bonus such as Discover or Paypal but that's not the same thing.

The sitewide coupon works for in store but I'm not sure if the exclusion list is broken like it is right now for online orders. Target will most likely fix this once they find out...

Target always does a 10% off giftcard promo and a 20% off in store purchase promo at the end of the year. 10% off + 20% off = 28% off

You are brave. I have too many giftcards linked to my Target account and don't want to risk getting blacklisted by buying that much.

The coupon may not have a limit but their is definitely a hard coded limit. If they cancel your order, you won't get the coupon back.
