This phone come with one year service and after you activate it on tracfone website and wait 60 days, it should be unlocked.

You need to activate 6a first because the service is preloaded to the SIM, which is paired to the 6a IMEI. If you want to unlock 6a, wait 60 days. If not, you don't need to wait (maybe a day or two). To transfer the service to your parents' phone, buy a $1 TF SIM Kit and follow the mini guide [reddit.com] to transfer phone # and service (At Step 3, select 'Keep Your Own Phone' and it will ask for IMEI of the phone you want to use and the SIM ICCID from the $1 Kit.)

We moved out of TF because my kids use more data, which is expensive at TF. If I stayed at TF, I'd take this deal.
