Not necessarily. I have a $200 fabric power recliner I got from Costco some years ago. No issues so far. Cords can be mitigated by carpets and the also sell batteries for these things (you do need to plug in occasionally to recharge) They main advantage from a power recliner is the ability to fine tune the position. Manual recliners only lock when fully reclined. Though, being powered, they are slow. That's definitely annoying. I wish they had a power recliner with a manual override
I don't think so, a full leather recliner with top or full grain leather on all surfaces is going be be over $1000 unless you happen to get some niche clearance/close out.
