So if the item you want is already on sale - but at lower than 30% discount - can you request to use this coupon off the base price instead?

Clearance/sale without coupon attached, YES. But if its sale with coupon code, No. Codes are not stackable. If your prior purchase within the 90 days return window bring receipt in and they'll adjust with 30% coupon.

If its an ITC price - no
If its a sale with a coupon code - no
If its instant savings - maybe, you can test that in the online cart

In all cases if you don't get the additional discount complain about it. I've gotten additional discounts just by asking why I didn't get it and they decided to give it to me under reason "customer satisfaction"

It depends on the cashier, I guess. I've successfully used it twice in 1 day at 2 different locations, in the past.

I used a different cashier for a second 5 limit purchase and had no issue with a sixth item but it depends on your cashier.

If you're an ITC member you can buy 5 items under $10 and 5 items under $20. ITC gets to use non-member coupons too.

I understand what the coupon says, but in the past the register would automatically take the 30% off an unlimited number of items (under $10 each), not just 5.

I'm not sure what the cashier has to do with it. If I buy 7 items (under $10 each) and give the cashier the coupon to scan, the register is going to automatically take 30% off 5 of the items or 7 of the items. That's what I'm trying to find out.
