If you can catch your finger nail in the scratch, these types of products won't work.

Unfortunately he does not cover this particular Meguiar Scratch Kit.

It should work as well as any other scratch remover - remove light scuffs in the clear coat and that's all.
Once a scratch penetrates past the clear coat it is into the paint itself and you're out of luck.

I bought it and it worked great for me. Light scratches are gone and heavy ones look a bit better. Also removed haze from my hood. I only recommend if you have a drill and multiple microfiber towels.

I have seen both types.
On most of my vehicles that I've owned in the past, the touch-up paint did not need clear coat. But on one vehicle, the mfg. touch-up kit came with the base color in one bottle and clear coat in a second bottle.
Check with the dealership for your make, model, and color of vehicle. They'll tell you what the mfg. touch-up kit is like (one or two-part).

when i bought this stuff, it messed up the paint on my truck. not sure if i had it spinning too fast or what but unfortunately now need to get it actually detailed in hopes that it can be fixed.

Use a toothpick or something with a small point to apply, not the (terrible) brush that comes with the paint. It will look "goopy" (horrific) if you care about detail. A detail place took the liberty of using that crap brush on my car and I am still sick over it. I learned to tell them up front not to touch it with any paint. (I would have thought "detail" meant you pay attention to detail, but not so much *sigh)

Harbor Freight has the buffers on sale for $20-$30 depending on power and size, I am considering getting one of those, using one of these scratch x it really takes the scratches off but for deeper stuff you need to get compound which also takes off the top layer of your paint but not clear coat, so what you do is you are just thinning the clear coat but you must then apply a wax and polish to protect that thinner clear coat.

Some car makers, especially luxury cars have horrible paint, I know for a fact my Jeep had much better, thicker, tougher paint then BMW or Audi.. Now I am considering the buffer with a good pad and use it because just the hood left me in sweats the other day when I used the scratch x on the hood with a sponge/microfiber pad and then cleaned it off with towel. Good workout, too tiresome.
