I'd go with one of the larger Husky or Hart kits that are around $100. As sales or specials come up add in a 3 packs of locking pliers (vice grips), adjustable wrenches (cresent wrench) and adjustable pliers, these 3 piece kits all hover around $20 and also a 5 pack of random pliers (needle nose, dykes, linesman, etc) and a multipack of screwdrivers. Then add in wrench sets and accessories as you see fit. Could be ratcheting wrenches, regular wrenches, socket extension kits, wobbles, and universals. After that fine tune your stuff as needed. Maybe some ratchets with a flex head, flexy wrenches, line wrenches, crows feet, ratcheting wrenches, offset box wrenches and so on. You will end up with a decent set of tools that can do most anything. A lot of those extras I mentioned are usually in the front of the store at Lowes/Home Depot around Christmas time for cheap. Additional fine tuning with Cobra pliers, stuby wrenches, good wire crimpers for example and specialty known quality tools as your budget and needs require.

For a home / garage kit - which is best , as I don't want a bunch of stuff I don't / won't need but also want to be able to tackle any of those little projects that may come up (like fixing a bike, or swing set or something on my car)?
I recently sent one to college and the zip ties in the glove box were clutch with the damage that was caused by an unexpected off roading event.
