In general? A combination of the graphics card and the output ports used.
For example, on a typical Dell Latitude that has at least thunderbolt 3, the output of TB3 is about 40Gbps and more than likely, the graphics card can transmit that via that one single output port so you can get a dual 4k/60 thunderbolt adapter or dock (most easy to find config for that would be dual displayport out 4k60) and it should support it (if it doesn't, check if it's a MST or dsc issue). For another laptop, you could use a combination of ports such as two USB 3.2 gen 2 ports or some display over usb c ports or hdmi/dpi out ports.
This laptop specifically you'd have to check the actual spec sheet (you can never trust best buy's) - the USB 3.2 Gen 1 Type-C port (data only) won't support video out, the HDMI port is HDMI 1.4 so the very interface itself won't support 4k60, and the only USB 3 USB-A port is only 3.2 Gen 1 so it won't support 4k60 either (or at least not to my knowledge); all in all, zero 4k/60 external displays with this laptop.
15.6" FHD touch screen. RAM upgradeable to 16 GB for anyone wondering.

This was offered a couple of weeks directly through Dell at $305 with an additional $50 if you used a Amex offer. That being said, I order one, it is nice laptop with a cheap $15 memory upgrade.

amd made the 7xxx naming very confusing... this seems to be the low end ryzen 5 zen 3?

is only hdmi 1.4 which is sorta pathetic even on a value laptop in 2023.

that said, it is "cheap" for a new laptop.. and prob just fine for casual office stuff if you're not going to use an external monitor

dell site says the display is "WVA" .. not TN.. but "better viewing angles" so VA? it's not IPS?

Since it'll be pretty rare to find something AMD with native TB (I think 4 is more open now?), look a laptop where the USB-C port supports DP Alt Mode. I have the Dell 15-5515 and it has it - works great with 2x external 4K60 displays when I'm at home.

I bought this from Dell and staked two Amex offers to get it for $209 plus tax. I bought 32GB of memory for it and it's much faster.

Would gladly trade touch screen for backlit keyboard.....just saying. Good price for this laptop however, considering the memory is not soldered in and can be upgraded. Fairly stout CPU.
