EDIT: Nevermind, there is non-numbered COAs, seems to be a quality control issue judging by the reviews.

Not according to the second video on the Amazon website and some of the reviews. Seems like they threw in a card but did not want to spend the money to individually number them? Which of course leads one to question whether there are only 7500 of them.
