I googled it, apparently it's becoming a huge problem where these scammer groups take the cards and scan them into a database and then replace the silver stickers and put them back on the rack.
So far I've been dealing with Targets security loss / prevention team but they have not reimbursed me yet in any way and I even have the original receipt where I purchased them from.
