Why is this getting "thumbs down"? While I'm not an expert, it is priced well vs other deals with positive reviews. i7 13th Gen KF, 32GB DDR5, and 4070. What am I missing?

not sure myself, seems like a great deal when the same machine is selling for higher prices here:

Probably people saw something better like this expired one...

Sometimes SD doesn't make any sense, but you're right, this isn't a bad deal at all. You price these parts out and it'll easily come in at $1700-$1800.
I was going to comment that comparing a current deal to an expired one isn't the best way to judge a deal when all other current deals are higher. You can usually find a great expired deal. That being said, the linked deal for $30 extra is a solid price for the specs and I purchased the last one as a Christmas gift for my son.

Although that's a better deal for sure, it was pretty limited quantity.
Have never purchased computers from eBay. I like Walmart, Best Buy or Costco. Costco coz of the two year warranty, BB as I am a member and Walmart coz they have the cheapest 3-4 yr extended warranty

Yeah, buying a pre built system that is not supported by a local store means the added cost of shipping.
Returns without free shipping can get very expensive. Be sure any warranty provides free shipping both ways.
