Can this card handle 2x32 inch monitors with TOS multiple screens
It does not matter what is the screen size but the screen resolution. It can handle total 3 displays, one using HDMI and 2 using the Type-C port. The HDMi will be able to handle 4K display at 144Hz and the Type-C ports can handle 4K display @ 165Hz or 8K @ 60Hz.

Thanks. Any idea about the build quality, are they in the same ball park as Mac or slightly lower?

In the page 8 of the maintenance and service manual here[hp.com]. It says the 4060 video card is at 80w. In one the HP KB article[hp.com], it did say the TDP is 140 for this model. I am not sure what that meant. Does it mean that we have the right card with TDP 140, but HP is limiting it to 80w? Sorry if this is a silly question. Attachment 14626351
If it is limited, then this is not very good deal. IMO
Some other discrepancies include:
1) the advertised 16z-xf000 is with 720p webcam
2) 230w charger instead of 280w
