Apparently you can scoop their crap out of the litter box and set it on here and "maybe" they'll use it. Mine just started pissing on the floor next to it. It subsequently went in the trash.
Line the pellets as the base. Fill the top with your regular litter. As you scoop litter out, more pellets will emerge, giving your cats time to slowly adjust.
