Does anyone know do thinkpads also have the same common hinge failure as ideapads and yogas?

Thinkpads are generally considered to be a much higher end laptop with better build quality than many "consumer grade" machines.

I don't know about this "L" series, but the "T" and "X1 Carbon" are built very well, and have sturdy hinges. X1 Carbon is right near the top of Thinkpad's quality tier, so may not be a valid comparison.

Not nearly as much as you might think. Especially if it is state funded, they can be bound by contractual obligations to only shop with certain vendors. When that happens, even if they wanted to buy a 5-pack of Expo dry erase markers that sells for $3 at Walmart, they may be required to pay $25 for the exact same product due to state contracts. It is ridiculous.
