There is a standard. There is in fact a licensing program. It was designed by a bunch of major car makers and fuel stations. The cost is miniscule but non zero to implement. The key detergent is PEA. Techron has PEA. Many fuel system cleaners don't. Cheap gas often does not. That is because there are multiple possible detergents that can be used and PEA is not the cheapest.

I own a 450 hp engine car. I like cars and I have spent a lot of time on this issue. IMHO PEA should be mandated. But the US is not some perfect country where everything that should happen, happens. Gas stations sell old fuel all the time and yes, gas does go bad over time. The minimum requirements are bunk like so many minimum requirements. If you have an old car or something that is a daily beater and you drive a lot, you can do whatever. My dealer charges me a liver for anything. The independent shops around me are lousy. I spend the extra $ cause I like my car and because of anything happens I am out a bunch of money.

Yes all the top brands use it. That's because for a tiny amount of money you get all the petrol heads with nice cars to come to your station and fill up premium gas. It's why I know exactly where is the one station in a 25 mile radius where I can get 100% gasoline gas. No top tier means they don't get my business. Multiply me by anyone with a good car who reads up on cars and you can work out why every top brand (hint … top tier) is top tier and the rest are not.
I had a partially clogged injector that wouldnt unclog and a bottle of this definitely helped to clear it up (along with an italian tune up heh). Not completely snake oil.

The 2-for-$10 is a good deal by itself, but note that Autozone is not a participating retailer for the the "complete" formula 3x$1 rebate (only Advance Auto and Walmart are participating). They are listed for the "high mileage" version though.

You are so right. My mistake. I actually bought the high mileage variety as well and got them confused. Post updated.

Depends on the direct injection engine, it can't clean the carbon buildup on intake manifold short of opening it up to scrubbing or blasting it clean

Supposedly, according to BITOG forums (though this was years ago; not sure if EPA detergent requirements have been increased since then), the amount of detergent/techron/PEA in the complete system fuel cleaner is about 10x than what is in the gas at the Chevron stations. If you've been using top tier stations the whole time you're more than likely just fine, but if you mixed in Ma and Pa's discount gas from time to time, a bottle of this around every oil change time wouldn't hurt.

Where do you buy the GC from? Autozone does not have any discounts on GCs as far I can see.

As far as these fuel additives go, this Techron is regarded as one of the best. I'm not an expert by any means, but my general thought is that these aren't going to make a difference if you're consistently using a high quality gasoline with good detergents. But if that's not the case these could provide some small benefit if you use them consistently (say with every oil change). I haven't heard of them ever causing any problems, at least not with the high quality ones. You can also find youtube videos of people using a borescope to compare before and after - they do remove some carbon buildup, but whether or not they actually remove enough to make any real difference is another story. So, in short, this is unlikely to cause any harm to your car and could provide a small benefit if you use it on a regular schedule, but there's also a good chance it will simply make no noticeable difference whatsoever.

I have personally tried the Sea Foam upper engine treatment and I think it was worth it. You don't pour it into the gas tank, you spray directly into the throttle body (though I think it's the same as standard Sea Foam, just with a spray straw). I felt the I did notice a better throttle response before and after using that.
