They don't test as exhaustively as other brands, and older USB peripherals require a lot of trouble shooting to work.
And don't expect Anker to help. They have zero support, and when you do reach them, their solution is to return it, or give a replacement.

The Anker dock in the OP has SD/microSD card slots while the Targus dock does not, but the Targus has a 3.5mm audio jack (don't see one in the Anker). For the massive price savings (of $125+ from the OP's "deal" price, $200+ from the current AMZ price), I'd much rather use that towards getting a USB SD/microSD adapter (which can then plug into the Targus dock), should I really need SD/microSD support ;-)
BTW, the Targus dock includes a 100W power brick (and has an MSRP of $329.99). It's not a cheap dock, but for whatever reason, HP.com appears to be clearing it out at a very compelling price! I grabbed a 2-pack (for $99.99 -- mentioned in one of the thread replies), applied a $20 HP.com coupon (instructions for generating cpn mentioned in another reply), stacked that w/ several other 10% discounts (AMEX offer, cashback elsewhere), for under $64 (before tax), or $32/ea (plus sales tax), shipped.
*EDIT* Looks like the Anker does have a 3.5mm audio, per the specs listed at Anker's web-site:
https://www.anker.com/products/a8377
Also, it's available for $174.55 price directly from Anker w/ cpn code WSPEUYQUAV (no idea if there's S&H or taxes on top of that). It says the code expires in ~2 1/2 days, so that should make it valid through perhaps Dec 3 11:59pm US/PST.

You are basically paying for the design, clean look and the cable management. The value of that is determined by the potential buyer I guess.

I'd rather spend $50 more for the Anker 778 Thunderbolt Docking Station. Just my 2¢...

I don't disagree, but I would expect TB certification to jack the price up further. Even old TS3 docks aren't all that cheap outside the monoprice one.
I imagine this costing more than 350$ if they made it TB4, and its already a hard sell at 174$.
