The SOC code for the plan is MI30TI for taxes included plans (most people) and MI30TE for taxes excluded (those on plans like simple choice that don't include taxes).
I was personally able to sign up for this plan on a new account earlier today via T-Force on twitter (@tmobilehelp). I simply asked for the "Basic Mobile Internet 30GB Plan". I also had a spare SIM card laying around that they were able to activate immediately, and they kindly waived the activation fee (called "DCC" or "Device Connection Charge"). YMMV on if they're able to waive that fee though.
Also, if you ever did the T-Mobile "free trial" that came with the free hotspot to use, that device will technically work for this plan, but you won't have 5G since it's an LTE modem.

From my expierence, yes. I had 1 free line given to me as part of a promotion couple years back. I put the SIM in an LTE enabled iPad and it only worked for the first day. I called to ask what happened, and the rep said they temporarily blocked the line because they detected the SIM in a tablet and I don't have any tablet lines on my phone plan. YMMV.

I have the biz $10 tablet line in an iPhone and use it with google voice. No issues. Google voice will get you voice calling.
Google voice would work perfectly with this.

Got it - 3 lines at $10 with autopay. The number you provided worked; but they said they couldn't waive the activation charge of $35, but stores might be able to to.
Went into a T-mo store but they also couldn't waive; they suggested I go to their kiosk at Costco (apparently activations through Costco are waived). 15 minutes later walked out with 3 activated sims / lines with no upfront charge; didn't need IMEI or any other detail other than personal id.

Technically you can. If you have the hot spot device from T-Mobile you can just join the vehicle wifi to the device wifi. I was doing this for months but with an actually line sim so there were speed limitation for hot spot.
Also remember if you pay for one full year of premium connectivity it's only $99 with Tesla instead of the $9.99 per month but I understand why you would want a more general hot spot for other purposes and usages not tied to a vehicle.
