The SOC code for the plan is MI30TI for taxes included plans (most people) and MI30TE for taxes excluded (those on plans like simple choice that don't include taxes).
I was personally able to sign up for this plan on a new account earlier today via T-Force on twitter (@tmobilehelp). I simply asked for the "Basic Mobile Internet 30GB Plan". I also had a spare SIM card laying around that they were able to activate immediately, and they kindly waived the activation fee (called "DCC" or "Device Connection Charge"). YMMV on if they're able to waive that fee though.
Also, if you ever did the T-Mobile "free trial" that came with the free hotspot to use, that device will technically work for this plan, but you won't have 5G since it's an LTE modem.

So any laptop would work as well?
Also if you cancel it, then activate it again if there is that deal, you have to pay $35 each time? So say someone wants it for few months then don't want it anymore. You can continue paying $10 each month if you don't use it or cancel it. But the plan would be gone if you want to sign up again?

Edit: my project 10 million sim wasn't working so I called T-Mobile tech support. They "refreshed" the sim and still my hotspot didn't work, so they ordered a new one for me.
I just put that hotspot sim in my unlocked iPhone SE and it's working
Cannot send texts: "Free Msg: Unable to send message - Message Blocking is active."
Google Voice: tries to relay call through the carrier so doesn't work "your wireless carrier does not allow calling."
GV - went to Settings / Make and receive calls / selected "Prefer Wi-Fi and mobile data"
Can make and receive calls
iMessage works on the assigned T-Mobile phone number, both directions.

*NVM, finds out I need to go to setting, and change the "making and receiving calls" from "use carrier only" to "Prefer Wi-Fi and Mobile Data"
So, I could use phone with the sim card and google voice on the road, make and receive GV calls and watch youtube videos? So, it's basically a 5g GV phone line with 30gb of data for $10?

Costco membership account number was required along with SSN and driver license number for verification purposes, and not for credit check.
They did ask for an IMEI of hotspot device to confirm compatibility and avoid issues after activation if you go use it on an incompatible device.
I said I don't have my hot spot device available at the moment, they said OK and left that step blank and proceeded after explaining the compatibility check.
All done in under 20 minutes.
Plan is Unlimited Hot Spot with 30 gigs high speed and throttled afterwards $15 a month - $5 AutoPay discount = $10 with all taxes and fees included.
Edit: added 800 number so other Costco members don't need to scour the thread to find it.
I had tmobile a decade ago but am now returning as a new customer. Question: without a tmo phone number, how do I create an account to view bill online?
Also, anyone here that has an Inseego M2000 or M3000 (5g Pro)? Many complaints of persistent reboots. I just want something reliable so my kids can stream on their tablets in the backseat that won't require me investing alot of time troubleshooting from the driver's seat
