As with all Amex offers, make sure you add every single one to your card (if it's at 100), then refresh the Offers page (or logout/login) and see if any new ones pop up.
Is there a way to pay Netflix using Amex if Tmobile is managing Netflix payments?
Why would you? Your Netflix is already paid for by T-mobile, ad free at that.
I had a gift card balance on my Netflix account when I had my T-mobile added. All my payments options were suspended in lieu of T-mobile so they full control payment as far as I can tell.

My Netflix is upgraded to Premium.
Tmobile pays only a portion of that.
So I pay $7/mo for the difference thru Tmobile (not Netflix).
I was hoping I can override it somewhere so I can use this Amex deal on the $7

No. Once T-Mobile is managing the Netflix account, you can't pay Netflix separately for upgrades. I was actually upset about this because I wanted to pay separately for a second household using gift card money that I had on my account, but was unable to do so (and I don't think that TMo even allows you to pay for the second household through them).

Well, that sucks.
That means I cannot use this deal
I only have some weird offer "Get 16% back as a statement credit by using your enrolled eligible Card to make purchases online at netflix.shop[netflix.shop] by 12/31/2023."
