I see stuff like this at the scrapyard every now and again. The enamel is to coat the plain steel underneath. Go with a good stainless, it'll outlast you.
I have this set. I bought it 15+ years ago, and we have taken to camping many times. We haven't experienced any paint chipping. It's a great set for camping.
Same, we got ours in 2014 and they have held up great. The metal gets super hot but then doesn't insulate well so if you live in a cold area you have to drink your coffee fast.
