The i5-13400f shouldn't be a bottleneck in gaming when used with a 4070ti (or 7900xt) or slower gpu, if you plan to upgrade to a gpu with 4080 or greater performance it may become a concern. It lacks integrated graphics, so a discrete gpu is necessary for display output, and it doesn't support intel quicksync (hardware accelerated video encoding using the igpu). The 4060 is around 15% faster than the 3060, and only has 8gb of vram, so it's best suited to mid-high end 1080p gaming or low-end 1440p gaming, don't consider it for 4k. The 650w powersupply should prove sufficient to upgrade to any current gen nvidia card weaker than the 4080, amd cards use substantially more power than lovelace so you'd probably want a psu upgrade for amd cards or high end rtx 3000 series cards. Likewise, if you upgrade the cpu in conjunction with the gpu, a psu upgrade will likely be necessary since higher end intel cpus are quite power hungry. The 16gb of ddr5 5200 ram is acceptable for this pricerange. According to some cpu-z validator results I found online the timings for the A-DATA Technology AX5U5200C388G-BLABK ram are 40-38-38-76-114 (tCAS-tRCD-tRP-tRAS-tRC) (it's possible these results may not be default timings, and it may very depending on motherboard xmp profiles). If you want to upgrade the current value sweet-spot is 32gb (2x16) ddr5 6000 cl30 which goes on sale occasionally at ~$90. If you're on a really tight budget you could probably find a 16gb kit (2x8) of ddr5 5200 with similar timings for around $40, and run in a 4 dimm configuration (more stressful on the memory controller). The 1tb ssd is pcie gen 3, you'd probably be best served purchasing a pcie gen4 ssd to use as a boot drive. Top tier 2tb gen 4 ssd's with tlc nand, dram, and a high end current gen controller with good random 4k performance at low queue depths tend to go on sale for ~$100.
Overall, if you missed this deal the last time it went on sale, this remains the best option for a brand new (non-refurbished) prebuilt midrange gaming pc.
