It has a texture that will allow the seasoning to adhere to it. As you use it over time and season it, the pan will become smoother.
I have one that is so smooth that nothing will stick. It just takes time. Never use soap. Get chainmail or the lodge scrapers. I use table salt to clean it with a paper towel.

Right but these Chinese ones are just too much of a good thing. It's a lot of grinding to get it ridiculously smooth anyway. My Macy's "Victoria" brand that I knocked down is maybe a tad smoother than a Lodge I also have, but the seasoning has remained. I agree seasoning super-smooth iron/steel is difficult. Like on my A56 steel plate pizza steels.
Aside: whether you use salt or stainless mesh you want to clean these only enough to get the crud off. A plastic scraper seems to be sacrificial and could never take down the seasoning but sometimes it's not enough.

Same, looks like the price is dead
Cause people can't lift a 12" skillet anymore. Culture is too soft and weak now...
