This is more of an FYI and YMMV situation but I just thought I would share. I'd give Open Box Excellent a try since most of the time the packaging has never been opened. I ordered an Open Box Excellent 4060 since at $240 it would be what should have been the cost of this card at launch. Anyhow, I ordered it and ended up getting an unopened 4060. I think if there's a lot of people who get quick buyer's remorse when they get the 4060 at $300 considering that the 3070 performs better at the same price.
The best way to get this is to just bookmark the URL and check regularly. I was debating on pulling the trigger for two months now and it showed up a good 5 to 6 times. I had the 4070 pop up a few times as well. It seems that only the MSI cards are open box but my PC is horizontal and I'm not worried about my PCB breaking. I think it was MSI that had some issues but this is such a light card too.

I know this vanilla 4060 is a slower card but seems like a decent deal as it's new and warranted. Hmmm.

For me, I gave up waiting and will keep the PNY 4060 for 289 from Newegg.
I'm tired of loud GPU fan noises on my single fan 2060 and the dual-fan 4060 is super quiet with very good performance at 1080p.
