Not necessarily.

If you pay for plex pass and require hardware transcoding then yes.

If you use the free version and have modern streaming devices then it's a great device.

Check out the YouTube channel NASCompares, this video is a comparison between this and the DS923+
https://youtu.be/2_Oo63VU4MY?si=OA8hrt_PnFo8Epu5 they are a great resource in what's what within the NAS space.

Yes, no good for transcoding 4K h.265 media. If you don't transcode, it's great.

If Plex is all you need it for, get a used 920+ or a new 423+.

I know AMD and Plex is a no go if you are doing Transcoding, but what if you want a good balance of storage for backing your personals and Plex. Advice?

Just an FYI, I bought this assuming I wouldn't be able to use it for Plex (based on all the comments here and elsewhere), but it actually works great for me.

I only stream to my Hisense (Android TV) or occasionally my phone. So, depending on your devices, it may work fine for you as well.

Recently the NAScompares channel on YouTube did his end of the year rundown on best 4 Bay NAS and also best 5/6 bay NAS options, so anyone wondering what will be a good fit for them should head over there and watch his videos

Does this model have issues using non Synology hard drives? Contstant reminders etc, and doesn't do other hard drive diagnostics? (Forget correct terminology)

I don't understand why Synology slap this R1600 cpu that has no GPU/hardware decoding when most users will use this for Plex/Emby/Jelyfin which needs it. I also don't understand why don't Synology sells a home nas like this with a slightly low powered high core count laptop cpu for $100 more. I personally would like to see something like a ryzen 5500u or 5700u in a synology which you can put multiple VM's in it.

Synology does not make hard drives
There are absolutely Synology branded drives and some of the newest model NAS units have red and/or amber warnings in various places within the software unless you use their drives. You will get "this is not compatible/supported" warnings running various utilities and apps.

This especially applies to the business/enterprise level units. They did tone this down a bit in DSM 7.1, but it is still happening.

So would the better scenario for a device like this that can't handle Plex transcoding, would it ideally just be a storage device that a Mac Mini, for example, connects to with Plex?

Docker containers will run great on just about any unit. I had about 15 running just fine on a DS418play which didn't even officially support Docker. I have about 20 running on a DS1520+.

hardware options looks solid but hows the software/os? i think part of the reason to buy synology has a lot to do with their software. but if software features does not seem that big of a deal to you, yes synology hardware feels over priced.
