The cheapest HOTAS that is common is the HOTAS X [amazon.com] / HOTAS 4 which are meant for Xbox/PS4 respectively but also work on PC. IIRC they run about $70-80.
For flight yokes, the cheapest is probably going to be the Logitech G Pro [amazon.com] which is $150 and comes with a throttle quadrant. It's been as low as $120 recently (I got one last summer...still haven't had time to set it up).
The cheapest pedals are the thrustmaster T. Flight [amazon.com] at around $125 - I genuinely don't know how they rank compared to the next cheapest logitech G pro ($170, i think). I have them and decided I didn't like them for space sims, and they really require you be in just the right seated position and distance to work properly.
And, of course, if you want to spend money, there's more than enough stuff [mypilotstore.com] to kit out an airbus or boeing dreamliner. And that site doesn't even have the really expensive high end gear. It's bonkers (but still cheaper than the real thing).
EDIT: I just remembered - if you're starting out and want to use controls, get something really popular that has a binding already set up. You can spend hours (days) just binding and tweaking an usual flight control stick. IMHO unless you fly every day or multiple times a week, it's just not worth the time invested over a more standard setup.
