That's how most of these gift towers and baskets are. You're paying for a pretty package. The contents are never worth much.

Even if the reviews aren't good I don't know what somebody expects for $15. That's basically the shipping cost.

I understand that. If I got fresh store brand pretzel snacks, popcorn and couple of candy, I'd be ok with paying 15$ for the gift tower. My concern is about the reviews about stale hard candy or hard pretzels or messed up packaging. It doesn't need to be gourmet high end brand at this price point. But atleast ensure it is fresh and packed well. That is a fair expectation even at this price point.
