As far as I can tell this combo package has both series in Standard Definition (unless it's just not labeled correctly by iTunes). I'm viewing it on my phone, and the HD badge is not there for the combo series.
The two individual series are indeed $25 each, but both of those are in HD. So yes, the combo is technically half price but you are getting the SD version. So I wouldn't really call it a deal.
Yeah, when I search the Apple TV app on my phone it shows the HD tag, but no way to purchase it. On the iTunes app I can purchase it but no HD tag. Apple has made this iTunes to Apple TV app transition a mess.

Perhaps it is. Just doesn't show up on my phone. Maybe it's because the title is so long it doesn't show the badge. I'll get home and check on my computer. My phone is letting me purchase it, but I don't want to risk buying the SD version.
Edit - if I see the individual seasons you can scroll down and it says 'Also available is SD'. And when you scroll down the SD version pages it says 'Also available in HD'. Doesn't say that on my phone for the combo series. So at least on the phone it looks like it's the SD version. But again, this might be iTunes being weird. Will confirm at home on my Mac.

Can anyone daring enough to make the purchase verify whether it comes out in HD?
I have never seen Apple sell a product exclusively in SD when they have HD available, usually it is the same price for both or the HD is at least available as an option if the SD price is lower.

So I did check it out on my computer. The iTunes store definitely is SD, since each episode individually is labelled as (SD). On the Apple TV app, the header says HD but there is no price and no description (it just says n/a) and no option to buy it. On the iTunes preview page, it says HD and it shows the $25 price, but you cannot buy it from there. There is a link that says 'Watch on Apple TV'. Clicking that link opens the Apple TV app, but nothing else. At this point I would say it's teething issues of Apple from away from iTunes to the unified Apple TV app. In the long run, it might be a good decision to consolidate their purchasing options, but for now it's problematic.
So yeah, cannot really purchase unfortunately (FYI - I tried on the mac. Might try on windows later).
So I went ahead and bought it through the Music app on my Mac. The result: All episodes came up as SD quality. I opened a ticket with Apple to request an upgrade to HD with a screenshot of the HD episodes showing up on their website w/ the $24.99 price. Who knows, maybe they will honor it. I'll report back with what I find out.
Edit: Update - Looks like all episodes except for about 6 episodes are now showing up for me as HD quality. I need to navigate from the store page on the TV app though, as the "TV Shows" section seems to direct me to episodes that don't have the HD quality tag on them.

I kind of figured out the issue. If you look at the preview page, 11 episodes in all are listed as being in SD. The rest are in HD. This is happening because those episodes are multiple part episodes. In this package you have 4 two-part episodes, and 1 three-part episode -- makes it 11 episodes. Those ones show up as SD episodes of 23 or 24 min each. In the separate Avatar series package (whether you buy it in SD or HD), 4 two-part episodes show up as single episodes of 47 min each; while the three-part finale shows up as a single episode of 1hr 32min.
Apart from having those 11 episodes in SD, one other thing to consider is that last three episodes amount to 72 minutes in the SD versions (three episodes of 24 min each), while the combined episode in the stand-alone Avatar series, is 92 min in length. What are those extra 20 minutes? Does the combined version have 20 minutes of bonus content, or is it is a longer edit of the finale?
In any case, this indeed is a good deal if you are okay with having 11 episodes in SD. And a very shoddy job by the publisher (I'm guessing it's their fault). Maybe leaving bad reviews on the iTunes page will cause them to fix it (though chances are less).
