Your comparison to Arkham Knight isn't relevant because that's a nearly 10 year old game, not exactly modern either, that's why it's $4 all the time. These games might be 30+years old but the documentary itself is newly produced and only released last year. Give it another 4-5 years and it'll be $5-$10 too like the Sega Genesis collection which also released at $40-$50 but goes on sale for $5 all the time.
To clarify what this package is, it's not just "a bunch of old games worth $4". It's a full history of Atari with an interactive historical timeline, video interviews with developers, archival footage from back in the day, design documents, marketing materials, art work, etc.
Plus there are six new/re-envisioned/enhanced games included, not available outside of this package.
Haunted Houses
Neo Breakout
Quadratank
Swordquest: AirWorld
VCTR-SCTR (new and the best one IMO)
Yars' Revenge Enhanced

The games collection itself is gimped in that it's only Atari-published games. It doesn't include the Activision games which I found to be the best games on the 2600. and it doesn't include Atari games where they used licensed material like Aliens vs Predator but that should be expected.
But what truly makes it unique and special is there are a number of brand new reimagined versions of games. Not all are successes but a few are especially VCTR-SCTR which is a gem that would fit in today. I think VCTR-SCTR could almost sell the collection by itself (though not for full price of course).
Also via the PS4 and PS5 links in the second post, one can get this for $24 with PSPlus discount until Jan 6 3am eastern.
