Deluxe Desktop handles stock transaction downloads from brokerage accounts. You do not need premier desktop. Deluxe ONLINE is the version that doesnt handle stocks and you need Premier ONLINE for stock. Intuit does this on purpose to confuse people into spending more money on their software.
Curious where you see the info ? Or its from your personnel experience ?

Purchased from Costco with the $10 credit. I'm going to use it for state e-file so no difference to me if it is an Amazon gift card or TurboTax credit. Costco is the download version (no disk) but no sales tax applied to the purchase.

Both. Its on Intuit's page buried in misleading & confusing language. i learned from kind folks in this forum a couple years ago about this BS and stopped buying premium desktop thanks to them.

Because you're technically buying a gift card

So if I buy the Download version and want to efile like before,
it would be 65 + 40 additional state + 20 state efile + 20 state efile
= 145$ before tax
Does that seem correct?
Your math is correct. However, you shouldn't need the Premier version of TurboTax to do what you did on the web version. You should be able to just buy the Deluxe version because it will handle investment transactions, rental property, self-employed, etc. So, it would be $45 for the software (less the $10 gift card), so $125 before the gift card.

I can also confirm from personal experience that you the Deluxe version of the desktop software handles investment transactions and downloads form most all brokerages. I also know from past experience that the web version of TurboTax is different in that if you have stock transactions, there you need to use the Premier version. It's confusing and inconsistent.

From product description: "Imports last year's data from TurboTax and other tax software"

At worse case, you can manually enter the amount of your stock loss carry forward amount from last year's 1040.

Turbotax premier has help videos and deluxe doesn't, but still has guidance. YMMV

why can't the government just tell me how much i need to pay? wtf
Because they do not know people's individual situations. Your Sch C income or deductions, money spent on childcare or gambling winning and losses, donations, etc.

What most people are asking for is the government to guess based on incomplete information which would need to be updated and corrected for a vast majority of people. Therefore, the taxpayer doesnt save that much time as they would still need to review every input that was complete and accurate.

What would actually end up happening is the government would end up sending out estimates and two things would happen. 1) Many people that do not want to spend the time with a program like TurboTax or the free ones would be ignorant of the deductions they should be receiving so they end up paying too much, or 2) many immigrants would overpay as because they would be too fearful challenging a government entity estimates.

I am a CPA in California and work with a lot of low-income earners and having the government assume what a person should pay would be a disaster.

Does the deluxe handle rental property depreciations from property improvements the same as premier? I always thought I needed the premier

Premier only gives you extra guidance. When I used Premier, I never found that guidance helpful, and I'm not sure if they've improved it. I think they have a prompt in Deluxe for you to upgrade to Premier to take advantage of the extra guidance, but you don't need to do that.
