It might! Even though "Our favorite ingredient at Olay is Vitamin B3", the first ingredient (as expected) is water. Toner is the biggest ripoff in cosmetics but this could be not far behind it...

Was going to bash this but it actually has decent ingredients: hyaluronic acid, niacinamide, etc. It actually has Matrixil (Palmitoyl Pentapeptide-4). Who knows what concentrations these are in though.
