These types of devices used to be readily available for ~$5 with a clear hard plastic cup on the bottom, but the cup would always wind up cracking or disintegrating, and then the supply dried up the last time I got a hankering to go and buy another. There's generally some other way to accomplish whatever it was you were trying to achieve by spraying unmetered (soap?) from a garden hose, but I don't mind seeing these come back, with a cup that appears to be a little tougher. You can certainly wash cars with it, but it's about as much trouble to use it as to not use it.
I only own one bottle of pesticide for spraying in this manner (I haven't needed it for years), but at that time I bought a metered sprayer with brass internals that was actually intended for that use.
