I have a question about what counts towards this $350 spending limit. Car rentals I have done have a base rate that is supposed to be what you truly spend on renting the car, and then there are a number of taxes and fees. Does this $350 refer to your total (i.e., fees included) or just that base rate? Thanks.

Based on how everything Amex credit wise has worked before it would likely be on the total bill. You can read the T&Cs though and see if you see anything that says otherwise.

Had this offer several months ago and worked perfectly on a $352 booking in Hawaii last month

Worst car rental experience EVER. They truly don't care about your experience after you've paid. Almost 4 hours waiting in the Honolulu airport for our car. Half that time in their office in a long line out the door with 50+ other victims waiting to get my car assignment (we already had a reservation). Then another 90 minutes waiting in the garage for a car with dozens of others waiting for their car. Their system in the garage was a rickety table with peoples rental agreements lined up and the one guy in their would frequently just walk off and be gone. Wound up getting a car (not the car type we reserved) but at that point I'd have taken a horse! Organized chaos at the best.

You've been warned.

I used to LOVE Hertz, loyal customer for decades straightforward and mostly a good deal if done correctly. Often free upgrades. Past few years gone downhill lower than Payless, and like Starbucks even destroyed their loyal member plan so it's basically useless.

Now I just shop by price and grit my teeth wherever it lands me.

I rent frequently and have been for many years, exclusively for pleasure never for business, elite status at all the major brands, etc.

My opinion is basically ALL the major car rental brands are "bad". Just like the cable industry, there are only several major players that own most brands (Hertz/Dollar/Thrifty vs Enterprise/National/Alamo vs Budget/Avis). They can do whatever they want essentially, and if you don't like it, too bad.

So if you've been screwed by Hertz before, it may not necessarily be most effective to avoid them forever since chances are basically the same with any other rental transaction. Pick your poison...
