For home cleaning and disinfecting purposes I've heard that 99% evaporates too fast to do anything. I'm not sure what that means for dilution though.
Most the things I've read about isopropyl alcohol say 70% is the best at killing germs , even better than higher percentages
90-99% is for electronics or glass cleaning
I'm not a scientist
Just sharing some info I googled during the pandemic
32 ounces of 70% is $2.99 regular price at target
32 ounces of 91% is $3.99 regular at target

The last time I bought it, it was two 32 oz. bottles of 70% for $3.98 at Walmart. Still have a full bottle and the other is about gone. The only thing I have used it for is making my own dish spray and foam by mixing it with Dawn and water.
