I make trips frequently to Asia and Vietnam using Google Flights to track price. Vietnam Airlines has directly flights from SFO to SGN at little higher price if you want to save time and enjoy a direct flight to Saigon.

if you staying in Saigon aka HCM city, the best spot to change currency for excellent rate is "Ha Tam" Jewelry shop right next to the popular "Ben Thanh" market in district 1, this place always pack with tourist changing money, but they work pretty fast wait time usually 10-15 mins... around this area has many decent affordable hotel... average 30-40USD per night.. taxi fare from airpot to district 1 around 180K - 250K VND, (~ 10USD), depend on traffic, recommend to get the GRAB app which is Uber in Asia, so you know how much they cost when getting around town, the airport also sell prepaid sim card if you need internet on your phone to Grab/Uber or google map / google translate, 1 month unlimited data is about $250K (10USD)
In a nutshell, the locals and government workers will do anything to swindle your money. Similar to car salesmen, they are not your friends or fishing buddies no matter how nice they are. If you need a guide, find one from a reputable source. Still, be cautious.
