It wasn't disabled nor a glitch. It was coincidence. Promos stop periodically per account, sometimes for weeks on end, and later they return. Joining Uber One, adding GC credit, and other actions don't cause promos to stop, start, or change. We have accounts with hundreds of dollars or credit currently loaded + Uber One active on some of them and promos are flowing for some and not for others. And the ones without promos will have them again soon enough.
