It looks like the list of participating retailers has been drastically reduced — Home Depot / Advance Auto / Autozone / Oreilly (to name a few I can recall) are now all INELIGIBLE!
Per the fine print:
"Sponsor may amend, modify, cancel or extend this offer, at any time, without notice."
Buyer beware, pennzoil's track record with these rebates is on the decline.

I have done oil analysis for the Walmart extended and Pennzoil at 7/10k. Everything is just great. So do people do this to save $12.5? (Pennzoil platinum 5w-30)$27-12.50= $14.50 vs Walmart / Costco for $17-20. This sale is $25 back after 10 qt. So $12.5 per 5qt
I do my oil change every 7-12k, even with extended oil. Oil is cheap, engine isn't.
I used Pennzoil Full Synthetic for years. Maybe 100k one Suv and 70k on another. But with its high price and life getting in the way. I switch to Walmart brand Full Synthetic 10/20k or sometimes use the Coscto brand. These two are game changer. The oil quality is high and I don't have to deal with these rebate things. Out of 30 rebate, I got 1 back. I purchased them 4-5 at a time and use different families names. A gc for them kind of thing. But ya I got 1 back..
I do find myself being less and less inclined to bother these rebates now. Kirkland is fine.
I do oil change every 5-6K. Used to be 6-8k.
So we good to get from Walmart in store.
I have been buying and using pennzoil and Mobil 1 rebates for years and never had any problems
The Mobil was denied for NO reason. I had to resubmit the same receipt multiple times and call in multiple times. All for a darn visa card you have to convert to Amazon money since you have to spend $20 on the nose.
That said I'll probably slog through another one

As others have indicated we've 2x had our properly submitted rebates (including POD/delivery receipt) denied.
It's great that some appear to get processed, but clearly many don't and I'll not fall for this scheme again.

Ultra Platinum meets ACEA specs so that's definitely a higher performance product (maximum amount of additives)
Euro Platinum also is BMW LL and Mercedes Benz approved so also top tier.
