I just called costco travel to try and apply a code I did not have to an already booked vacation. Booked late January, traveling mid March. She asked for a code I said I don't have one. She said no problem I'll get you one. Waited on hold for her to do her thing and told me alright it's applied. In my case I am getting $800 back in the form of a shop card. She said she has been doing this mostly all day. The card amount already shows on my reservation when I checked it online after hanging up.

The fact that Costco is allowing this on already booked travel is simply amazing. If anyone is hesitant just give them a call. Costco is simply great. Hope this helps someone else.
