Answering my own question here - the answer is yes!

Also, I never received the code but as suggested by the CSR I booked a trip and called back and with the help of a supervisor they were able to apply the offer to my booking. They won't give actually you a code before you book a trip...

No need to ask for a code here, call Costco Travel and they will give it to you. I called earlier this week and they helped me ordered a travel package and applied a code for me. I am a executive member.
