Gore-tex is ultimately water resistant, since to what degree something is waterproof can be subjective unless it's impermeable to water. Better than a DWR for stopping outside water from getting inside, and will allow some water vapor from inside to go out, depending on conditions, etc.

EDIT: Tried the "Find your size" thingy and after telling it I'm a 14 in Nike basketball shoes it said I'd have an 87% chance of being "happy" with a size 14. Cool...because they had one 14 left. By time I checked out, twas gone. Oh wells....
If it's not gore-tex it's a very different class of shoe.

I own several of the Costco Terrex shoes and while they are a great deal at $30 they aren't the same shoe and are not Gore-Tex.
Yes. GORE-TEX is a fluoropolymer membrane with a pore size that is small enough that water cannot enter, but water vapor inside can escape. Thus making it waterproof and breathable. I know because i used to work for the company, engineering similar materials.
