Yes. You'd just need a solar charge controller that supports charging/maintaining 12V lead acid batteries. As one example, here's a reputable unit from a reputable manufacturer: https://www.amazon.com/Victron-Sm...B075NQQRPD

though honestly the free ship on freight is the bigger deal. get 10 big boi panels and save the $400-500 in freight

Agreed. There are some other good deals on big panels, batteries, etc. Shipping on even one server rack battery is usually pretty high.

Yes keep it aimed at the sun and use a generic amazon $15-20 solar charge controller. It is actually overkill but you want more than you need not less. I use a 100w solar panel like this to charge up my kids power wheel batteries and it charges up my 12v 7AH barreries in less than an hour.

If you're intending to build something for backup power, the answer these days is almost always LFP.. but it really depends what you want to accomplish with your setup.

Depends where you live but generally no. You do need permits for hooking into your house power though, and an electrician inspection. If you're just charging batteries or an RV or something with them then no permits.
