I was considering it as I don't like my Garmin. However, in reading the details, itonly seems to work if you have an iphone, so I guess it's not for me. It's this a true fact or can you use it with any phone or PC?

With an Android phone, an Apple Watch is just a fancy Timex with horrible battery life. No point in attempting it.
If you didn't have a positive experience with Garmin, look at either a Galaxy or Pixel watch (depending on the brand of phone you have). Suunto and Polar also make solid Android-friendly smartwatches if sports metrics and long battery life are more important to you than your watch being a seamless extension of your phone.
I haven't used the s8 but I own the s9. My s9 gps has about 60% battery life after 24hours of wearing it. So I can get about 48hours per charge. I use always on screen and only take it off while I'm in the shower.

On paper it doesn't say. But real world tests indicate that it may have improved slightly.
The 45mm was $230 at target. The smaller size was $200
