I use PayPal, no errors with zip codes on my end (I use tax-free states), but I'm also paying with my PayPal balance instead of credit.

I don't think Xbox cares about it right now since they want people to jump on the digital adoption wagon. Once they release digital only console generation they will put a stop to it.
