My current 280mm does fine but will look pathetic if i don't fill in a certain space in a case well enough
360mm has so much more case compatibility as well depending on your orientation it could limit you based on components

I've read about changing some settings for CPUs to draw a lot less power but lose only a fraction of the performance. I am not sure what it's called but do you know anything about that? Underclocking? Undervolting? Not sure if I should even be messing with that stuff.

You don't need to do anything to the CPU really, although if you do feel like it you can mess with the PBO tool in the BIOS which will let you tweak some undervolting settings. But outside of benchmarking utilities or highly multithreaded workloads like rendering video, you're probably not going to see much of a noticeable difference messing with undervolting
