FYI Intel 8th / 9th generation. Precision 3431 is similar to Optiplex 3070 /5070 / 7070 / 7071

Note if planning to use as a server for Plex, etc, it only natively supports 2.5" drives.

Need a small PC for TV. Need hdmi 2.0 or better. Any recommendations? This machine with GPU?

Cheapest with GPU is $459, with
i7-8700, 32GB, 250 GB (not ssd), Cosmetic Grade: B.
or i5-9500, 16 GB, 256 GB (SSD), Cosmetic Grade: B

For streaming? I'd expect integrated graphics to do just fine with streaming or playback of MP4/AVI/MKV data. That's mostly a decoding task, rather than the geometry calculations needed for gaming.

EDIT: For 4K, especially at 60 Hz, I think the integrated graphics would likely not be up to the task.

Thanks, Priest!
Need 4k @60Hz. Integrated graphics in this (without GPU) can probably do 4k @30Hz.

This 4 year old Reddit thread takes up Intel graphics for 4k. The general theme seems to be that a single 4K display is fine, but more than that will overwhelm it.

At 60 Hz, I'd say it's iffy for the integrated graphics. I was thinking of 1080, mostly because my personal feeling is that 4k looks pretty plastic on most displays I've seen. (That's an opinion. I'm sure there are others who feel differently.)

How are these machines as a Plex server? Am I better off buying a newer Beelink or similear for the same price?

Without knowing what you are specifically doing, I would choose the i7 and add 1tb+ SSD and 8TB+ mechanical. I would look at a modern prebuilt if you are looking at those prices.

I have a basic setup with my android TV. installed VLC player app. A 4TB mechanical drive and a Logitech K830 tv keyboard. Plays the movies i want. TV is a few years old,. so not the fastest when navigating. Guessing the new Android TV should be better.

Some "B" graded machines can be rather beat up .. honestly sometimes I wonder if the decommissioning crew purposely bangs them up

The grade B I received few years ago just look like the grade A I received few days ago. Dell refurbished used to send with new Dell mouse+keyboard. Now they send a cheap alibaba no name style keyboard+mouse.

Anyone know if you can downgrade these to Win8 or 7 Ultimate? Makes for a great standalone machine. I couldn't even setup a machine without a MS online account, absurd.

The P1000 in some of these boxes is about as fast as a GTX 750 Ti which is faster than a GT 1030. Probably worth $50 upgrade if you want something that can play Minecraft or something similar.

These will upgrade to Win 11. Avoid boxes that are older than 8th Gen intel or Pre-Ryzen AMD.
