They used to extend it to the month of March during covid, if I'm not wrong. It used to help avoid long waits and crowds.
Obviously, in the short term, it is in their interest to have it only on 1 day and get the most viral marketing mileage out of the limited number of cheap pizza they can realistically sell in that day.
But the frustration of the over-crowded experience will put off many customers, which in the long term could be worse for their brand.
The best of both worlds would be if they could spread it over the week, at least.

I got played.
I stopped by and there was a line. Someone (manager?) said the line was still long and they weee closing. We each got a card with code to come back or order online before month end. Pizza another day, no wait

Local BJ's was relatively empty. So The Misses and I were sat immediately and proceeded devour 9 pizzas (3 to go) and spent a grand total of $32 big ones.
Tipped $20 because all the workers looked like starving students.

I was curious about this three topping limit. I contacted Blaze and here's what they responded for future reference:
We posted this policy in multiple areas inside the restaurant a month before the promotion. We also put a huge sign with the rules (including the 3 topping limit) outside where the line was so everyone knew before they got inside.
We are sorry you didn't have a good experience on Pi Day. But these "Black Friday" type promotions put incredible strain on the staff, and set us up to produce a product that is below our normally high quality standards if we don't take certain precautions.
In the past, the brand has offered coupons through the end of the month, but that is not something we are offering this year. However, Blaze is running some FANTASTIC lunch specials and a "Two for Tuesday" special. So if you'd like to experience our product at a discount, on a day where you don't have to wait an hour in line, please visit during the week!

My sister got way more than 3 toppings but they were all vegetable toppings. I was in Pasadena
I just edited my comment based on a response I received from Blaze. I was surprised to learn of the limit, given I've participated a few years now (different state). Had a feeling other locations didn't do this, but apparently it varies per their response.
