Yes, you can add USB storage (including SSD) via the USB-C connector directly or an attached USB-C hub.

Really depends on your use case (as with most things tech). I would expect prices to come down a small bit once the update get's announced, but you can play the "new one coming" game indefinitely year after year. At some point if you want one, get one. If 64 is enough for you and/or you are fine shelling out for iCloud etc. who cares. It's a solid device with a great screen and current gen features.

Even if you have a large capacity device, that doesn't necessarily mean you save on iCloud. Apple after a certain point of backing up your phone will say you've exceeded your iCloud storage and nag you in iOS to pay.

True about the 64GBy being way too small considering the unit price and the tiny cost to add more.
They should have like 256 GBy EMMC standard and a uSD slot.

With the 64 GBy unit the just the basic OS etc. takes like 16 GBy so you've got somewhere around 46-48GBy to work with which is really pretty small if you expect to load / download a lot. But if you're mostly working on stuff in the cloud or at home / work where you've got fast wifi access to a local file share then maybe it's fine for those cases.

IDK about the benefits of the new Airs -- some rumors suggest maybe minimal changes for the 11 inch Air (though maybe expanding the storage space, uncertainly changing the display design / characteristics?, possibly upgrading the CPU to M2 or M3). Though a lot of rumors suggest a 12.6 inch or whatever larger air model. And an estimated switch to M3 and OLED at least for the iPad PROs. Whether the 11 inch Air gets such changes is a good question. Though considering the likely MSRP boost for the 11 inch Gen 6 Air vs. the Gen 5 on sale that's a fair amount of more money to pay unless there are several significant upgrades e.g. storage size + CPU + something better about the screen / camera / etc.
