Is this the case for all canned brands, always? The better deals are always on cans, but the bags are way more compatible for quick sandwiches and such.

For the most part yes.
What I do is drain the can as best I can, put a couple folded paper-towels in a bowl, add tuna to bowl, and let it sit in fridge for about a hour. This dries the tuna so its not soggy.
Side note: For a slick deal-style gourmet treat, mix the tuna in with some pasta and Alfredo sauce.
