No they can't. You are also not putting ATT SIM in it. BB is just selling you the phone with a phone plan, once you are out of the store they don't care. ATT can flag you but that's unlikely.

If you are being asked passcode for cancelling the account and you don't have one and also you can't set one as the 2 factor phone number is not active going to an ATT store is the best course of action. They can send the code to an email and you can cancel the account there.

BB is selling phone and I assume they will get some revenue from ATT how many lines they activate?
ATT is not sending back to BB the customer information who cancelled the line.
Its one way API to activate the line when order is being created.
I tried 3 different carrier sim in there and they all work just fine.
I have received 3 emails from AT&T. First email asked me to verify my email address, which I did. Second email told me to "finish registration" and third email asked me to set up a passcode. I haven't done either.
I checked the GV numbers at https://www.att.com/portstatus/ [att.com] - it returns the following status for both.

My GV numbers are still active. In fact AT&T even texted the following message to one of the numbers:

I finally called the real Bestbuy and was told mobile doesn't work on Sunday and that the number I gave them are from scammers.
Someone left a message saying activation error on pending order
