It maybe suitable as a automobile windshield cleaning solution because it has anywhere from 10 to 30% SD alcohol in it which would obviously help prevent freezing. But since this is a 1 gallon concentrate that makes 32 gallons, you'll be diluting that 10% to 30% SD alcohol by a factor of 32 when you prepare it which will bring the alcohol concentration down to only 0.3125% to 0.9375% alcohol per volume of solution after dilution. This will probably be negligible in keeping the solution from freezing but I really don't know to what extent.
But without diluting it it will probably stop freezing in winter temperatures. You could also probably dilute it to a more minimal extent and it would do the same thing in freezing temperatures. As the concentrate is on its own in an undiluted form, it is flammable, so if there's enough alcohol in it to be flammable as an undiluted concentrate it could be dangerous in the hot compartment of your car in the windshield fluid reservoir so I do not recommend to use it concentrated for that reason. it could explode or catch on fire. the safety and materials data sheet on this says it's flammable:

As is often the case, this Zep product is also available at Home Depot at the same price and free shipping. https://www.homedepot.com/p/ZEP-1.../100042397
I'm opting for HD since they usually pack and ship things to me in an appropriate fashion...while Amazon is hit or miss (usually 'miss' when it comes to my orders, sadly).
I thank the OP for bringing this to the SD forum's attention, otherwise I wouldn't have been aware!
EDIT/UPDATE: Thanks to @psychojinx and @lallenrd1952, I now realize that this is a regional thing and YMMV...sorry if I may have steered anyone down the wrong path!

I do the opposite of you. I avoid Home Depot online purchases whenever I can because although they may ship things in a more secure way packaging wise, they use OnTrac as the carrier for shipping and they are a piss poor carrier in every way and anytime that I can avoid OnTrac, I will.
