But the stupidity of the state forcing them to spend X then them just being allowed to bill it back to all their customers is pretty typical for MA laws. We aren't the only state that has this either, but I know not all are allowed to pass it back to the customer.
BTW why'd you bother to X out your KWH usage, can be easily calculated from the rest of the stuff you gave, if anyone cared to.
Anyone in MA should also be looking at alternative suppliers, they're nearly always cheaper than National Grid/Eversource (the one I use is even cheaper than my city's one that buys in bulk from an alternate supplier). Right now they're running about 11 cents per KWH for generation.

Check with your state as they likely have a similar program, many of them even use the same site (efi). But they don't all have the same promotions (or the same timing).

I'm with Eversource in CT; generation and distribution are around 50/50 of the bill. Then there's the flat overhead fee of $9 just to have an account (Customer Charge). We pay around $0.28/kwh or so. A year ago it was $0.36/kwh. I have no sympathy for Eversource
I got solar last fall, and just finished our first complete month with it operational; Eversource bill was $44 when it's usually more like $275.
Check with your state as they likely have a similar program, many of them even use the same site (efi). But they don't all have the same promotions (or the same timing).
