That means that if you live in a high demand/congested area T-Mobile will deprioritize non-1st party users. All Mint sees is the coverage T-Mobile provides. That is why you get coverage with T-Mobile but not Mint.
If you go to a non-congested area Mint works just fine.
The difference is the level of access and priority on the network.
Mint uses T-Mobile leased free airtime. If there is no free airtime you get no service. T-Mobile is always going to prioritize its own customers.

Do not use t-mobile for the apn use 'wholesale'.
T-mobile will sort of work and give the false impression the phone is correctly provisioned but the service will be poor.
Can't even guess why.
For example, my parents-in-law had a Verizon serviced NVMO. They switched to another NVMO that uses Verizon and their service improved.
I don't know 100% how it all works but I would imagine that these companies maybe buy bulk amounts of airtime. Say maybe T-Mobile leases 10% guaranteed to one company. Another leases 20% etc. but if you look at your contract these NVMOs always have verbiage about service not being guaranteed.
